IEEE trans. signal processing rq后被拒可以重投吗已有1人参与

IEEE trans. signal processing rq后被拒，但AE没有提到鼓励重投之类的，请问各位大神，这种情况我修改后还可以重投吗？或者说，这种决定信就代表不让重投了？具体的意见如下 I am writing to you concerning the above referenced manuscript, which you submitted to the IEEE Transactions on Signal Processing.
