请问一下下面这封邮件是在问我是否同意转投吗？上面说我收到了转投邮件，他们想跟进一下，可我只收到拒稿邮件，主编只是给了transfer offer没给我什么Cogent series。拜托各位大神！ Dear Dr Hu, My name is Joshua, and I’m contacting you from Cogent OA.
