第一次投稿SPL，三天还没分副编辑，会不会被主编直接拒？

我周一投SPL（signal processing letters)，状态 AE: Not assigned 整整三天后，连期刊内部的副编都没分， 这可是快报呀。 最近有同学投了这，都是三周内被编委会据的(editorial board members)， 没送审没peer review. 我也不是很了解审理流程，害怕会被主编直接拒，连编委会都没过  虽然只是短文，因为是博士第一次投稿，心里很纠结  |

才三天 美国周一过节呢 基本上一个月内会有结果的 但只有reject和accept两种 reject有时会鼓励重投 发自小木虫IOS客户端 |

Thanks a million for the above replies. I just received an email about reviewing process. Attached is the email. To ensure high quality of publications and also make best use of reviewers’ time and efforts, the IEEE Signal Processing Letters has implemented a peer review procedure that now includes a prescreening step, performed by a group of Senior Area Editors who are experts in the different EDICS of the journal. This means that all submitted manuscripts are prescreened according to IEEE publication guidelines to determine if each submission is 1) comprehensible, 2) it meets the scope of the periodical, 3) it meets a minimum criterion for technical substance established for this journal and 4) its bibliography and description of the context of the work is not seriously deficient. Only the manuscripts that meet the above criteria are assigned to an Associate Editor and peer reviewed. The others are sent to the Editor in Chief who decides if it is appropriate to send the paper back to the authors or proceed in any case with an Associate Editor assignment. The Senior Area Editor assigned to your submission is: Prof. ******* As a normal part of the screening process some manuscripts will be evaluated by a second person, often an Associate Editor. Even such cases, we aim that the screening process require only a week or so. Regardless of the result of the editorial consultation, authors will receive an email indicating the manuscript's dispensation: either that the manuscript has been forwarded to an Associate Editor for peer review, or that SPL has declined to review it. If you have any questions regarding the prescreening process, please feel free to contact the Senior Area Editor at francesco.palmieri@unina2.it. Any other inquiries should be directed to me. |

Associate Editor assigned. The attached email to associate editor is also sent to authors. Dear ****, Based on your EDICS, you have been selected as the Associate Editor for the above-noted manuscript, and will manage the peer review of the manuscript. If you have a conflict of interest or cannot otherwise manage the review, please let me know immediately. The manuscript, any supporting information that the authors have included, and the author contact information are all available through ScholarOne Manuscripts. Useful links are given at the bottom of this email. Please refer to both the SPS Guide for Associate Editors as well as the Editor-in-Chief's expectations for the peer review process. Do note the decision for this IEEE Signal Processing Letters paper will be binary: an accept or reject decision. You can give the paper an AQ decision just one time (RQs do not exist for SPL), an A, or an R. We allow only .R1 revised papers and do not go to .R2 revised papers (i.e. the original submission may be given an AQ decision, then the revised .R1 paper is to be either ACCEPTED or REJECTED).
