[求助] 投了一个外文期刊，3天后给告知推荐至另一期刊，什么情况？

投了某出版社的A期刊，3天后被告知论文更适合该出版社的B期刊，如果同意的话就给转过去。A是SCI期刊，B不是。
——被B期刊录用后，可以在A期刊将论文的summary 以Technical Report的方式发表（不超过700 words，且 with a different title，have its own DOI and will reference the paper’s DOI published in B）
——这样，论文就能够被included in WOS database (Thomson-Reuters) and SCOPUS (Elsevier)，当然，是发在A期刊上面的Technical Report

这样的话，发在A期刊上面的Technical Report算是SCI检索论文吗？？

邮件如下：
Once the paper has been published in B, you can send us a summary of your paper with about 700 words to publish in A as a Technical Report. In this way, your work will be included in WOS database (Thomson-Reuters) and SCOPUS (Elsevier). This report, with a different title, will have its own DOI and will reference the paper’s DOI published in B, constituting a cite to your work in a JCR journal. In addition, to maintain its originality, it is desirable that this Technical Report provides some data or conclusion new to the original paper published in B。
