One PhD position is open at Louisiana Tech University in the fields of information theory and communication theory, as well as their applications in wireless networks, physical layer security, distributed storage, distributed computing, and machine learning.

Louisiana Tech University is a public research university in Ruston, Louisiana, United States. In September 2017, for the seventh consecutive year, Louisiana Tech earned Tier One ranking among National Universities in US News & World Report’s 2018 Best Colleges list, once again making it one of only three institutions in Louisiana be ranked in the top tier. Louisiana Tech is ranked #1 in Louisiana and #11 in the nation in a list of the "25 Most Underrated Colleges In America" from Business Insider.

数学和专业基础扎实就可以了，TOEFL，GRE scores and GPAs还可以放开，真的是很友好，貌似一个不错的选择
