楼主2017年8月份投了一篇SCI，大概九月份显式waiting referee report.
到2017年12月底一直没有信息更新，问了一次编辑说是直到目前还没有外审专家提交意见。
到2018年1月发邮件说长时间没有外审意见，论文被withdraw。

Unfortunately, in spite of numerous attempts over several months we have been unable to find any referees willing to review your paper. We feel that given our failure to obtain referee reports over such a long period it is fairer to you if we withdraw the paper and allow you to submit it to a different journal which may have more success in finding referees.
